Interview for Candidates from Countries with Higher Migration Risk

GENERAL

The obligation to conduct an interview with candidates applying for admission to higher education studies in the Republic of Slovenia who come from countries with higher migration risk—defined as those listed among countries whose nationals are required to hold visas when crossing the external borders of the European Union, in accordance with the legislation governing the conditions and procedures for entry, exit, and residence of foreigners in the Republic of Slovenia—is stipulated in Article 13 of the Higher Education Act (ZViS-1; Official Gazette of the Republic of Slovenia No. 56/25), which states:

“Higher education institutions must conduct an in-person interview with a foreign national who has submitted an application for enrolment in higher education in the Republic of Slovenia and comes from a country with higher migration risk, as defined by the list of countries whose nationals are required to hold visas when crossing the external borders of the European Union, in accordance with the law governing the conditions and procedures for entry, exit, and residence of foreigners in the Republic of Slovenia, in order to assess the candidate’s suitability in relation to the admission requirements of the study programme. If the higher education institution reasonably suspects that the candidate does not possess the knowledge demonstrated by the documents submitted with the application, the application shall be rejected. No appeal shall be permitted against the decision of the higher education institution.”

The general provisions of the Call for Enrolment in undergraduate and integrated master’s study programmes for the academic year 2026/2027 (published by the Ministry on 30 January 2026), Chapter 12 “Interview on the suitability of candidates from countries with higher migration risk”, and the Call for Enrolment in postgraduate study programmes of the University of Maribor for the academic year 2026/2027 stipulate that:

“Higher education institutions must, prior to any further academic and administrative processing of the application, conduct a direct interview with the candidate to assess their suitability with regard to the admission requirements of the study programme.”

Faculties must conduct interviews with candidates who are nationals of countries with higher migration risk, as defined by the relevant list of countries whose nationals require visas to enter the European Union. The list is published within the general provisions of the relevant Calls for Enrolment (undergraduate and postgraduate) for the academic year 2026/2027.
