Second international conference
On the 3rd and 4th September 2021, the Faculty of Law University of Maribor hosted the Conference "Diversity of Enforcement titles in Cross-border debt Collection in the EU", held within the european project "EU-En4s".
On the first day of the conference, many distinguished presenters contributed their professional and scientific arguments on the topic of foreign enforcement titles. They opined on current and upcoming issues facing the free circulation of judgements in the EU, as well as the rather scarcely researched topic of enforceable authentic instruments. We extend special gratitude to our contributors, namely Marko Ilešič (CJEU Judge), Jens Bormann (President of Notaries' Chambers Germany), Paolo Pasqualis (European Union of Latin Notaries), Fredrik Sjövall (attorney and partner at Mannheimer Swartling), Samuel Rudvall (judge of Svea Court of Appeal), Željko Pajalić (judge at the Croatian Supreme court), Lionel Decotte (French huissier de justice), Wendy Kennett (Cardiff University) and Achilleas Demetriades (Chairperson of the Human Rights Committee of the Cyprus Bar of Advocates).
The conference brought together practitioners and academics from across Europe. They had the opportunity to discuss particularities of the topic within the scope of roundtables, which were held on the second day of the conference. Therein, Bojan Podgoršek (president of Chamber of Notaries of Slovenia) moderated the section on Enforceable notary deeds, Eric Bylander (Uppsala University) and Tomaž Keresteš (University of Maribor) moderated the section on Judgements, while Phillip Anzenberger (University of Graz) and Tjaša Ivanc (University of Maribor) moderated the section on Provisional measures and court settlements. The event was wholly moderated by the dean of the Faculty of law, Vesna Rijavec.
All in all, the conference revealed many points of contention in cross-border enforcement and offered potential solutions to said problems, which, however, require further elaboration and research. The project “EU-En4s” is co-funded by the Justice Programme of the EU and coordinated by the Faculty of Law, University of Maribor. The project consortium comprises a set of 16 partner institution from 12 Member states and 1 candidate state. These are Leibniz University of Hannover, University of Rijeka, Mykolas Romeris University, University of Wrocław, University of Graz, University of Maastricht, Masaryk University, Uppsala University, University of Tirana, UCLan Cyprus, Portucalense University, Chamber of Notaries of Slovenia, the Institute for Comparative Law at the Faculty of Law in Ljubljana, Boleo Global sl, CEPRIS Ltd. Alltogether, the project takes account of 18 national regulations of civil procedural law in order to produce a truly comparative analysis on core issues pertaining to cross-border debt collection.
